It is a poison by ingestion, intraperitoneal, intravenous and subcutaneous routes.

When heated to decomposition it emits toxic fumes of CL-Chlorine, because of its intensely irritating properties, is rarely the cause of severe industrial exposure, as the worker is forced to leave the exposure area before he can be seriously affected.
A concentration of 3.5 ppm produces a detectable odor.
15 ppm produces immediate irritation of the throat.
Concentrations of 50 ppm are dangerous for even short exposures.
1000 ppm may be fatal even when exposure is brief.
